Dr Bengoa worked as rural physician in Sanare, Venezuela, applying his wartime experiences to improve the health status of the local population. This work resulted in his 1940 publication Social Medicine in the Venezuela Rural Milieu. He subsequently developed the Nutrition Section of the Ministry of Health and Social Assistance, based in Caracas: his studies of the slums of Venezuela’s capital were captured in El Guarataro, Alimentación de las clases obrera y media de Caracas and Dietas normales. In 1945 he founded the Venezuelan School of Nutrition and Dietetics as well as the scientific journal Archivos Venezolanos de Nutricion.
